The Moray Rural Housing Enabler project aims to improve affordable housing opportunities in rural Moray by raising awareness of housing options, identifying rural housing needs, and helping to find solutions to increase the range of affordable housing available in the area.

The Rural Housing Enabler works with communities, landowners, Moray Council, housing associations and others to deliver more affordable housing options in rural Moray.


The Rural Housing Enabler project
provides free practical help to rural communities in Moray to help secure the development of affordable housing. 

The project aims to improve the uptake of housing grants in rural Moray by providing advice and information on rural housing options such as Rural Home Ownership Grants, the Rural Homes for Rent scheme, Rural Empty Property Grant as well as council and housing association development.

The project helps ensure that the housing needs of rural communities are identified and that investment is targeted towards meeting housing need in rural Moray.

The Moray Rural Housing Enabler Project is an initiative run by the Rural Housing Service, and funded by Moray Council. The Rural Housing Service is a national charity which helps rural communities across Scotland to develop practical solutions to local housing problems.

MORAY RURAL HOUSING ENABLER services

The Moray Rural Housing Enabler project provides a wide range of services to both rural communities and individuals:

  • information and advice on housing options, housing grants and planning policy

  • support for new affordable housing development in rural communities through community initiatives, housing association development, renovation of empty properties, private sector initiatives and low cost home ownership development

  • undertaking housing needs surveys and feasibility studies to demonstrate the need for housing investment in small rural communities

  • developing  new ideas to tackle housing problems.

  • building  partnerships between communities and local authorities, housing associations and private sector to resolve local housing needs

  • helping  local families to get land and grants to build their own home

  • finding funding for community housing initiatives

  • undertaking research on rural housing problems

  • New affordable housing to rent and buy built in rural Moray.

  • Increased ability of rural communities to participate in identifying and developing  solutions to local housing needs.

  • Greater awareness within rural communities of housing options and solutions.

  • Better knowledge amongst housing providers of the housing needs of remote and rural communities

  • Improved partnership working between communities, housing associations, the Moray Council, Scottish Government and the private sector to deliver new housing options in response to housing needs identified.

  • Increased reuse of empty properties for affordable housing and better uptake of renovation grants

  • Improved uptake of housing grants to help local people build their own homes

  • Greater diversity of affordable rural housing solutions in rural Moray
